To establish New York State residency for tuition purposes, US citizens and permanent residents must maintain a domicile in New York State for at least one year before the semester starts. Domicile refers to a permanent residence with the intention of returning after any absence.
Students under 24 with out-of-state parents or guardians must demonstrate financial independence and an established New York State domicile to qualify for in-state tuition. New York City residents meeting the one-year residency requirement don’t need a County Certificate of Residence. However, New York State residents outside the five boroughs must file this certificate annually with the Bursar’s Office. The certificate, obtained from the student’s county, must be submitted by the semester’s start. Specific county deadlines and criteria apply.
Students enrolling in the fall must resubmit the certificate the following fall. Students starting in other semesters must submit it at the beginning of their first semester and again the following fall. Counties may have varying deadlines. FIT sends annual reminders to enrolled New York State residents about certificate deadlines. Regardless, students are responsible for submitting the necessary documents.

FIT charges various fees, including a $25 apostille fee, a $100 graduate application fee, and a $100 duplicate diploma fee. Annual health insurance is $3,250 for full-time students, unless proof of other coverage is provided. Health services fees are $194 per semester for full-time students and $16.15 per credit hour for part-time students.
There’s a $30 fee for ID card replacement. Inclusive Access program fees for specific courses are $106.40 per course. International admission for part-time students costs $60, while the international application fee is $120. Laboratory fees are $20 per course. Late payment penalties are 1.5% monthly on the outstanding balance.
Late registration fees are $150 for full-time students and $75 for part-time students. Locker rental is $30 per student per semester. Non-matriculated students taking credit courses pay a one-time fee of $65 and $30 per subsequent semester. Makeup exams cost $25 each. A monthly payment plan is available, with a $30 late payment fee for a maximum of two occurrences. Non-matriculated student fees are $25 per semester. Patternmaking courses have a $30 fee, and placement tests cost $30 each. Program change fees are $50. Tuition due dates are set by FIT and can vary. Fall semester due dates usually fall between mid-July and early August, while spring semester due dates are typically between late December and early January. Payment is due immediately upon registration for those registering after the due date. FIT utilizes a secure online e-billing system accessible through the MyFIT portal. Students can view and pay their bills by logging in and navigating to the “Student Tab” and then “Pay Student Account & View E-Bill.” Students not personally paying their bills must authorize access for parents or others through the “Authorized Users” option. Authorized users will receive email access instructions.
Returned checks incur a $30 fee. FIT may refuse personal checks under certain circumstances. Two returned checks due to insufficient funds will result in refusal of future personal checks. Stop-payment orders are not considered official withdrawals and incur a $30 returned check fee plus tuition liability. Late payments are subject to a 1.5% monthly fee on outstanding balances. Unpaid bills or debts result in ineligibility to register, graduate, or utilize college services. Outstanding debts may be referred to collection agencies, with potential additional costs. Legal action may be taken for unpaid debts, with associated costs borne by the student. Students with outstanding balances, excluding certified financial aid or payment plans, by the due date may be deregistered, potentially incurring late registration and program change fees upon re-enrollment. Class availability is not guaranteed for re-enrolled students.
FIT offers housing in four residence halls with traditional and apartment-style options. Traditional rooms have shared bathrooms and require a meal plan. Apartment-style accommodations are available in all four halls; meal plans are mandatory for new students and a declining balance plan is required for returning students. Charges vary by accommodation type and building. Housing and meal plan rates are subject to Board of Trustees approval. As of spring 2024, typical resident student charges were $5,181-$5,925 per semester for traditional accommodations, $7,245-$8,343 per semester for apartment/suite accommodations and $1,700 – $2,819 per semester for meal plans.
